Step 1. Take existing starlink sats on the ground and modify.
Modifications: Add more thrusters. Add advanced radar and targeting system for Space Debris identification and real time specs. How is it rotating? Does it have one axis or possibly 2?
Add 3 or 4 refueling ports that can be used to fill up xenon thruster gas from the orbiting refueling pod.
Is the starlink frame not big enough for fuel and new hardware? Just bolt 2 starlinks together. Don't reinvent anything. Use the systems and hardware at hand. We need to build hundreds of these.
Build STOMP vehicles; which are small boxes with tons of thrusters and fuel - think tugboat. Add synthetic material on edges if we can get it to stick and stay on in space. Think - tugboat rubber edges to bump up against those big ships. Q: will a tiny amount of synthetic material help STOMP to stay in postion when firing thrusters?
Using X AI (Ground AI) we need to plan initial contact of debris target #1; plan the approach; allow CUTIE to radar and view in order to determine axis of rotation. Place CUTIE out several meters at the axis. Cutie releases STOMP module. Now rotate STOMP to match target. When rotation matches, move STOMP - oh so gradually - into touch position on target. Since STOMP has several thrusters, some of which are directional, we can now move the target. However, it is most likely that we need to launch and maneuver a second STOMP opposite the first. (on the other side of the target.)
We should have enough thruster control to move the target slowly into new orbit which has been planned by GAI. Ground AI is necessary to plan the new orbit and make thruster adjustments throughout the mission. When we have a new burnout orbit established, we can call the STOMPs back to CUTIE for a full refueling at the orbiting fuel pod and then start a new mission.
We can see up to 100 CUTIE/STOMP teams working 24/7 for years in order to clear debris.
We must have the refueling pod (I think we need to have several) in place once the hardware and AI systems have been proven out.
